Agriculture is splitting into two very different fights: a high-visibility animal-welfare push and a lower-wattage but consequential battle over hunger, SNAP, and who farm policy is really for. The bill with real political heat is Vern Buchanan’s SAFE Act, which has a huge 210 cosponsors and dares Republicans to embrace a suburban-friendly anti-cruelty message even if it angers parts of the livestock, racing, and rural base; on the nutrition side, Alma Adams’s Food Secure Strikers Act stands out because its 77 cosponsors make it the clearest organizing vehicle for Democrats trying to expand the safety net, while the bipartisan small-farm lane is taking shape around the Office of Small Farms Establishment Act, now filed in both chambers. What to watch next is whether any of these measures get folded into a larger farm bill or committee package, because right now the agenda is crowded with messaging bills and only a few have enough coalition muscle to force leadership’s hand.
