S. 2392: Veterans’ Compensation Cost-of-Living Adjustment Act of 2025

Veterans’ benefits now rise with Social Security
Why it matters
5 covered VA payment categories rise by the same percentage as Social Security, increasing compensation for disabled veterans, eligible dependents, and surviving family members.
If you receive a covered VA disability or survivor benefit, your rate rises by the same percentage as Social Security. The increase applies to the payment amounts in place immediately before December 1, 2025.
The law does not set a separate VA percentage or flat-dollar increase. Instead, the VA applies the same percentage used for Social Security’s adjustment.
Covered payments include service-connected disability compensation, additional compensation for dependents, the clothing allowance, and Dependency and Indemnity Compensation for eligible spouses and children. Surviving spouses and children receiving covered benefits are included alongside veterans with service-connected disabilities.
This law orders the adjustment effective December 1, 2025; it does not create a permanent formula for future years or increase every VA benefit. The VA must publish the resulting dollar amounts in the Federal Register.

S. 2392 Bill Summary
What S. 2392 actually does.
Disability payments rise with Social Security
Covered service-connected disability compensation rates increase by the same percentage applied to Social Security, using the rates in place immediately before December 1, 2025.
Dependent payments increase too
Additional compensation for eligible dependents receives the same percentage adjustment as the veteran’s covered disability compensation.
The clothing allowance keeps pace
The annual VA clothing allowance is among the five payment categories adjusted under the law.
Survivor benefits receive the adjustment
Covered Dependency and Indemnity Compensation rates increase for eligible surviving spouses and children.
Some legacy payments may be adjusted
The VA Secretary may make consistent administrative adjustments for a limited group covered by an older veterans’ compensation law.
Exact payment rates become public
The VA must publish the adjusted dollar amounts in the Federal Register, giving recipients an official source for the new rates.
Who benefits from S. 2392?
Veterans with service-connected disabilities
Veterans receiving covered disability compensation get the same percentage increase applied to Social Security benefits.
Veterans supporting eligible dependents
Veterans receiving additional compensation for a spouse, child, or other qualifying dependent see those covered amounts rise too.
Veterans who receive a clothing allowance
Veterans whose prosthetic or orthopedic devices, medications, or treatments qualify them for the VA clothing allowance receive an adjusted rate.
Surviving spouses and children
Eligible family members receiving covered Dependency and Indemnity Compensation get the same percentage adjustment.
Who is affected by S. 2392?
Department of Veterans Affairs
The VA must calculate the new rates, apply them from December 1, 2025, and publish the resulting dollar amounts.
Recipients of other VA benefits
The law does not itself increase every VA program. Benefits outside the five listed payment categories are not adjusted by S. 2392.
Certain legacy compensation recipients
The VA may administratively adjust payments for a limited group covered by an older law, but this authority is discretionary rather than mandatory.
Federal benefit spending
Higher covered payment rates increase federal outlays, although the law provides no total cost estimate or separate appropriation.
What Congress Said
S. 2392 was signed into law on Dec 2, 2025.
Mr. President, I have introduced legislation, as is introduced on an annual basis. We have done so again this year to make certain that the rate of disability compensation and other financial benefits from the Department of Veterans Affairs for veterans and military survivors keeps pace with the rate of inflation. The annual Veterans' Compensation Cost-of-Living Adjustment Act of 2025 will increase certain VA benefits by 2.8 percent, including disability compensation, clothing allowances, and dependency and indemnity compensation for surviving spouses and children.

S. 2392 also appeared in 10 routine cosponsor filings.

S. 2392 Common Questions
How much is the VA cost-of-living increase for December 2025?
The law uses the same percentage increase applied to Social Security. It does not set a separate VA percentage or flat-dollar amount; your increase depends on your covered benefit rate.
When did the 2025 VA benefit increase take effect?
The new rates took effect December 1, 2025. The VA calculates them from the covered payment amounts in place on November 30, 2025.
Does the law raise VA disability compensation and dependent payments?
Yes. It increases covered service-connected disability compensation and additional compensation paid for eligible dependents.
Are surviving spouses and children included in the VA COLA?
Yes. Covered Dependency and Indemnity Compensation rates increase for eligible surviving spouses and children by the same percentage as Social Security.
Does the 2025 VA COLA increase the clothing allowance?
Yes. The VA clothing allowance is one of the five payment categories covered by the adjustment.
Will this law automatically raise every VA benefit each year?
No. It orders a specific adjustment effective December 1, 2025, for five covered payment categories. It does not create a permanent annual formula or apply to every VA benefit.
Do veterans or survivors need to apply for this increase?
The law does not create a new application process. It directs the VA to increase the covered payment rates automatically.
Where can I find the exact adjusted VA payment rates?
The VA must publish the adjusted dollar amounts in the Federal Register. That notice is the official source for the rates produced by the Social Security-linked increase.
