Mr. Chair, as co-chair of the Congressional Animal Protection Caucus, I rise in support of my amendments that are included in this en bloc. My amendments build on the progress that Congress has already made to modernize Federal research practices, reduce unnecessary animal suffering, and ensure taxpayer dollars are spent responsibly. The first provision would prohibit the FDA from using taxpayer funds to issue or finalize new guidance documents that recommend or require dog testing for human drugs or medical devices.

Mr. Speaker, first, let's be clear that socialism is communism light. Socialism is the first step to communism. If anybody doubts what I am saying, just listen to Vladimir Lenin, the first leader of the Soviet Union, who proclaimed the goal of socialism is communism. It begins with promises of free programs, government-controlled prices, and punishment of the supposedly wealthy, redistribution of wealth to help everyone.
He knows very well the role that his State of Wisconsin played in being the first to ratify the 19th Amendment. We are here today because we are voting on a very simple bill. It is a bill to transfer land on The National Mall for the Smithsonian American Women's History Museum, which was already authorized by Congress, overwhelmingly bipartisan, in 2020, and signed by President Donald J. Trump. {time} 1330 Mr. Speaker, this bill, as my colleague has mentioned, had over 230 sponsors.
