I rise in support of my bipartisan bill with Representative Evans of Colorado. Madam Speaker, as you know, across the country our energy infrastructure is under attack from cybersecurity threats, and I think anyone who is tuned into this debate this afternoon understands it is very serious. Cyberattacks can cause significant disruptions to the reliable flow of energy to American homes, businesses, and communities.

Mr. Speaker, I rise in support of my bill, the Ratepayer Protection Act. I am proud to lead this bipartisan bill with Congressman Evans to protect my neighbors from unfairly paying for the energy needs of large AI data centers. Mr. Speaker, all across America, families, farmers, and small business owners fear the arrival of their electric bill every month. Too many are struggling under the weight of soul-crushing energy bills, and it comes at a time especially where everything costs more--your groceries, gas, diesel, healthcare, and housing.
I really arrived here more as a parent than a Member of Congress, watching two daughters grow up at a time when the internet and social media was evolving, and I just understood from a very personal level what was happening. Being here in Congress, listening to parents whose children had suffered online harms, whether that was suicide or cyberbullying, the evidence really is overwhelming now about the online risks and the physical and mental harms suffered by kids.
Biography
Kathy Castor began her career as an attorney focused on community advocacy in Florida. Elected to represent Florida’s 14th congressional district in 2006, she has prioritized expanding access to health care, advancing environmental protections, and supporting economic development in the Tampa Bay area. Castor chaired the House Select Committee on the Climate Crisis, leading efforts to craft comprehensive climate policy, and played a key role in securing federal investments for local infrastructure projects. Known for her collaborative approach, Castor works to address her district’s needs through practical solutions and persistent engagement with constituents.
