Mr. Speaker, I rise in support of H.J. Res. 213. H.J. Res. 213, led by Representative James Gallagher from California, would overturn a waiver allowing California to regulate emissions from tugboats, ferries, and other commercial harbor craft. This CRA action would not impact the State's previous regulations on these vessels. These newest California regulations at issue are impractical and costly for most of the commercial boat industry to meet.

I want to point out that this Congressional Review Act does not impact California's longstanding regulatory program, just the most recent amendments that cannot be implemented affordably or with existing technology. The air emissions from tugboats and the tugboat industry are very low. What we think would happen is, a recent report found that California's commercial harbor craft regulation would cause refinery tank operations to switch from ocean vessels to trucks.

Mr. Speaker, I rise to speak in support of my bill, H.R. 9617. According to the United States Geological Survey, of the 33 important critical minerals--the majority of which that our country needs is being imported--the United States depends on China as a major source for 14 of them. This should be a major source of concern to everyone because China has already demonstrated its willingness to leverage our supply chain vulnerabilities in recent years.
