Mr. Speaker, the Department of Homeland Security's Office of Intelligence and Analysis serves as a vital information bridge between the intelligence community and its State and local partners. While I&A is uniquely positioned, it is also fair to say that I&A is in need of reform to fully execute its mission. This is why the Subcommittee on Counterterrorism and Intelligence has made I&A reform its primary legislative focus this year, resulting in a series of bipartisan bills.

Mr. Speaker, last week, the Nation marked the 25th anniversary of 9/11, a day that forever changed American history and, in fact, the world. The way that we think about our homeland security also changed. Terrorists did not win that day or any other day since then. The threat of terrorism exposed on 9/11 instead unleashed the force of American patriotism, innovation, and vigilance to ensure our homeland would never again be targeted. Preventing another 9/11 is exactly why the Department of Homeland Security was established, including its Office of Intelligence and Analysis.
Mr. Speaker, I rise to speak in support of my bill, H.R. 9616, the Environmental Monitoring and Remediation Technology Assessment Initiative, or EMRTAI, Authorization Act of 2026. Critical materials are essential to some of the most important technologies and products in the communications, energy, defense, and transportation sectors. However, their supply chains are vulnerable to disruption, and we rely on other nations, including adversaries such as China, for many of them.
Biography
A former Air Force fighter pilot, August Pfluger brings national security experience to his role as U.S. Representative for Texas’s 11th District, first elected in 2020. He focuses on strengthening border security, supporting the oil and gas industry, and advancing military readiness. Pfluger serves on the House Homeland Security and Foreign Affairs Committees, where he has advocated for increased border resources and energy independence. He authored legislation to streamline border infrastructure and secure critical resources for Texas communities.
