Multi-Bill Campaigns

Combine up to three federal campaigns so one advocate signup sends letters on every bill.

A single campaign already covers both chambers: it carries the House bill and its Senate companion, and each legislator receives the version that applies to them. Multi-bill campaigns are for coalitions working several genuinely separate bills at once.

Each campaign keeps its own settings, goal, and reporting. Combining them changes how advocates reach your campaigns, not how those campaigns are measured.

How it works

The campaign you're editing is the primary. The campaigns you attach are companions. Advocates arrive on the primary's page, which owns the landing page copy and the goal.

Advocates enter their information and address once, and their legislators are matched once. After matching, they review one draft per bill and send them together. Three bills means three drafts to read, so keep the set tight and the asks related.

Each draft cites the correct bill number for its chamber: senators receive the Senate number, representatives the House number. Every draft is editable before it goes.

Letters save under their own bill's campaign, so each campaign's reporting reflects only its own bill.

Set one up

In the campaign editor, open Multi-Campaign from the composer panel and select from your eligible campaigns.

You're limited to three campaigns in a single multi-bill campaign — one primary plus two companions. A campaign carrying both a House bill and its Senate companion counts as one, not two.

Eligibility

All campaigns must belong to the same account. Cross-organization combining isn't supported.

Each campaign must be a federal AI-letter campaign targeting Congress: it references a House, Senate, or CWC bill number (CWC is Communicating With Congress, the official channel congressional offices use to receive constituent mail) and has dynamic letters enabled.

You can't combine:

• Regulatory campaigns, which submit to dockets rather than congressional offices
• Static-template campaigns, since combining depends on drafting a separate letter for each bill
• State, governor, and council campaigns
• Campaigns with additional recipients

The editor applies these rules as you select campaigns and explains why any campaign is unavailable.

Eligibility is checked again each time the campaign page loads. A companion that no longer qualifies, because it was edited, archived, or deleted, drops out silently, so advocates never see a partial or malformed send. Nothing announces the removal, so if a campaign is running a bill short, check its companions against the rules above.

Delivery and duplicates

Each bill gets its own letter, and every one is delivered.

If the same advocate returns and submits again, offices that already received a letter on a bill aren't sent another.

Goal tracking

The thermometer counts deliveries, not supporters. One advocate matched to one representative and two senators produces three deliveries per bill, or nine across a three-bill campaign.

Set the goal with that multiplier in mind, or run the campaign on its own if you want the meter to track people.

The count includes queued letters as well as dispatched ones, and excludes rejected ones. A supporter who completes the form has sent their letter as far as the meter is concerned.
