America is not a nation that prefers wars, but we are being led by an administration that is foolishly choosing war to solve problems that could best be solved by other means or--more troublingly--it is choosing to wage war to distract public attention from larger problems of its own making.

Mr. President, I rise today to address a very serious topic, one that I have often addressed on the floor of the Senate during my 13-plus years here but that I have particularly been focused on since President Trump decided to launch a war against Iran on February 28 of this year. And the issue is whether we should ever be at war without a vote of Congress. The consequences of the war that President Trump started are pretty well known to the American public.

Mr. President and to all here, I rise today to speak about the breaking news that the President has entered into a memorandum of understanding with Iran to end the war he started on February 28. The news has included a release from the White House of a memorandum of understanding with Iran about the end to the war. We in the Senate have not been briefed on this. We have received news accounts from journalists that have the terms of the memorandum. But the White House has confirmed that those terms are accurately reported.

Biography
Tim Kaine began his career as a civil rights lawyer, advocating for fair housing and social justice in Virginia. Elected to the U.S. Senate representing Virginia in 2012, Kaine focuses on military affairs, affordable healthcare, and expanding economic opportunity.
