As I noted earlier, this restriction applies to both sides, to the union side and the employer side alike, irrespective of what the bill's title suggests. Mr. Speaker, I rise in support of H.R. 9723, the Fit Future Act. This bill codifies the President's Council on Sports, Fitness, and Nutrition. The President's Council on Sports, Fitness, and Nutrition is a ``Federal advisory committee that aims to promote healthy eating and physical activity for all people, regardless of background or ability.'' This council has been expanded and rebranded through executive orders under previous administrations going all the way back to President Eisenhower.
Mr. Speaker, I rise in support of H.R. 7890, the Science of Reading Act, which the committee unanimously reported last March. This bipartisan bill strengthens federally funded literacy instruction. Specifically, the bill aligns Federal literacy funding with evidence-based reading instruction to ensure that competitive literacy grant programs supported under the Elementary and Secondary Education Act reflect what decades of research tell us about how students learn to read. Students learn to read through strong foundations in phonemic awareness, phonics, vocabulary, fluency, and comprehension.

Bobby Scott began his career as a civil rights attorney, advocating for social and economic justice in his community. Elected to the U.S. House of Representatives for Virginia’s 3rd District in 1992, he has focused on criminal justice reform, education equity, and workers’ rights. Scott authored the Youth PROMISE Act to prevent juvenile crime and currently chairs the House Committee on Education and the Workforce, shaping national policy on schools and labor standards. He is known for his meticulous approach to legislation and commitment to serving his constituents with transparency and diligence.
