Mr. Speaker, I rise in support of S. 240, the Crow Tribe Water Rights Settlement Amendments Act of 2025. S. 240 would amend the Crow Tribe's existing settlement to support successful settlement implementation and extend the Tribe's authority to market hydropower to the Yellowtail Afterbay Dam in Montana. The Tribe has devoted significant time and effort to achieving and implementing this settlement, and I thank the sponsor of the bill for dedicating that time, as well. This legislation would provide additional support to ensure it is successfully carried out.

Mr. Speaker, H.R. 6893 is, in fact, near and dear to my heart and to my district. The Chesapeake Bay watershed is one of our Nation's most priceless natural resources. Mr. Speaker, 18 million people live in the watershed, which is shared by six States and the District of Columbia. The Chesapeake Bay supports, as was said, fishing, tourism, real estate, and countless industries, generating billions of dollars in economic activity each year. It is, frankly, essential to the culture of those six States and the District. The bay is also a critical habitat for many keystone species.
Mr. Speaker, the Indian Health Service, or IHS, is the primary agency responsible for providing healthcare to American Indians and Alaska Natives. However, the agency is chronically underfunded and understaffed, resulting in limited care at IHS and Tribal facilities. When these facilities cannot offer care, Tribal patients may receive services from outside providers under the Purchased and Referred Care, or PRC, program. As the chairman pointed out, in an emergency, most Tribal patients only have 3 days, or 72 hours, to notify the agency that they received care under the PRC program.
