I think everybody knows that the Department of Homeland Security was created after the horrific attacks on our country on September 11, 2001. One of the major contributing factors that allowed September 11 to occur was a lack of adequate information sharing between intelligence and law enforcement agencies. Different agencies saw warning signs, but because they weren't communicating with each other adequately and they didn't connect the dots, nearly 3,000 lives were lost on that tragic day.

Mr. Speaker, I rise in strong support of my bill, H.R. 7436, the Department of Homeland Security Intelligence and Analysis Training Act. I thank my colleagues from the Homeland Security Committee on both sides of the aisle for their support, particularly my friend from Texas (Mr. Pfluger), and I appreciate their partnership. This bill, the Department of Homeland Security Intelligence and Analysis Training Act, will require a standardized entry-level basic training curriculum for all new hires at the Office of Intelligence and Analysis.
Mr. Speaker, I rise in support of H.R. 9327, the Providing Emotional Assistance with Relief and Love Act, or the PEARL Act. The men and women of the U.S. Customs and Border Protection face high levels of stress and exposure to trauma in their day-to-day operations. That is why we should invest in initiatives that support the health of CBP officers and agents. This bill creates a pilot program that authorizes CBP to adopt dogs from local animal shelters and train them as therapy dogs.
