One of the Nation's most famous civil rights heroes later articulated what that meant in a speech for the ages in 1963. He shared a dream just 2 miles west of this Capitol on the grand steps to the monument of the Great Emancipator.

Mr. Chair, I rise today in strong support of H.R. 8595, the National Security, Department of State, and Related Programs Appropriations Act. I commend Chairman Diaz-Balart for his bold leadership to reform U.S. foreign aid over the last several funding cycles. Today, we have a bill before us with additional important reforms. This bill puts forward a second consecutive year of spending cuts, counters the global climate lunacy agenda, and holds rogue U.N. agencies accountable. Specifically, this bill delivers real solutions on issues I have prioritized over the last several years.

On July Fourth, we will be celebrating our collective birthday, and I am honored to stand on the floor of the United States House of Representatives, in this beautiful Capitol, in this glorious and dynamic city, to describe what that means to me, the lone Representative of the least populated State in our country.
Biography
Raised on a Wyoming ranch, Harriet Hageman built her career as a natural resources and water rights attorney before entering public office. Elected as the U.S. Representative for Wyoming’s at-large district in 2022, she prioritizes land management reform, energy development, and defending state sovereignty. Hageman has authored legislation to limit federal agency overreach and serves on the Committee on Natural Resources. She represents Wyoming with a focus on local control and practical solutions tailored to the state’s unique needs.
